if you didn't draw the meme (i don't know whether this is the case by the way) then i understand why it's not in the art portal
original memes however have been allowed in the Art Portal for as long as i can remember (example: https://www.newgrounds.com/art/view/12damdo/calarts-vs-newgrounds is allowed, but my current banner, which is just a JoJo panel, wouldn't be allowed in the Art Portal for obvious reasons)
